Waste Enforcement Officer. West. Irlanda

The Waste Enforcement Officer will investigate and report on all aspects of illegal waste activity. Ensure compliance with waste legislation and regulations, including inspections and audits of waste producers, facilities, collection permit holders, and waste in transit. Collect, manage, and interpret data, gathering intelligence related to illegal waste activities.

The Waste Enforcement Officer shall provide to Galway City Council (and to any other local authority or body with which an agreement has been made by the local authority) such appropriate services of a technical, management, administrative, executive, supervisory, advisory and ancillary nature as may be required in the exercise and performance of any of its powers, functions and duties, and to exercise such powers, functions and duties as may be delegated by the Chief Executive from time to time, including the servicing of all committees that may be established.

The Waste Enforcement Officer is responsible for monitoring and enforcing waste regulations within the administrative boundary of Galway City Council. Working with and inspecting businesses and communities across the city to ensure waste is managed correctly and prevent illegal dumping. The Waste Enforcement Officer will be engaged in maximising compliance in the waste sector to support the enhancement of waste enforcement within the region. The role will involve providing a visible presence in the area.  

The role will involve engagement in waste enforcement actions as necessary, including the requirement to initiate and/or lead or partake in the investigation of suspected serious breaches of environmental waste law, gathering such evidence as required, engaging in mediation, site resolution and prosecution as appropriate, cooperating with other state enforcement agencies, and preparing and presenting such cases in court. The post holder will be expected to work with WERLA (Waste Enforcement Regional Lead Authority), the EPA, An Garda Síochána and other enforcement agencies on areas of common interest, and in assisting on multi-agency enforcement activities.

The Post Holder will be responsible for the preparation of Galway City Councils Annual Inspection and Compliance Plan under the RMCEI, which sets out the plan for environmental inspections for the following year. The role also involves conducting reviews of the RMCEI Plan throughout the year and providing updates to management on progress.

The Waste Enforcement Officer will, if required, act in the position of an employee at a higher level, if qualified to do so.
