The Executive Scientist works as part of a multi-disciplinary team within Galway City Council. They may be responsible for delivering regulatory, enforcement, and awareness activities in environmental protection including aspects in Litter Management, Water Quality, Air Quality, Climate Action, Biodiversity, energy and other areas of the environment. The role requires comprehensive knowledge and understanding of current environmental legislation and how it relates to Local Authority functions.

Duties will include:

Comprehensive knowledge of current environmental legislation;

Implement provisions set out in National Enforcement Priorities;

To lead the development and implementation of the annual Recommended Minimum Criteria for Environmental Inspection (RMCEI) plan;

Investigation of Enforcement breaches, enforcement of noncompliance and preparation for and attendance at Court relating to Environment functions and potential high court cases;

Responding to and resolving Environmental Complaints including taking relevant enforcement action, recommendations, reporting, issuing directions and statutory notices and ensuring that all are recorded and responded to in a timely fashion;

To contribute to the delivery of the programme of measures under the River Basin Management Plan, with specific emphasis on farm inspections, septic tank inspections and any other environmental inspections as directed.

Be familiar with the Good Agricultural Practice regulations and undertake inspections to assess compliance with same.

Preparation of AA screening reports, carrying out audits and validations and advising on the requirements under legislation;

Budget management, claiming of grants and funding;

Preparation of Departmental Returns, FOI requests, AIE Requests, Public Presentations and Data protection requests;

Assist in the implementation in Climate Adaptation and Mitigation projects;

Reporting and commenting on the Environmental aspects of planning applications;

Liaise with Councillors and other bodies including the Department, EPA, Waste Enforcement Regional Lead Authority (WERLA), Local Authorities Waters Programme (LAWPRO) and others;

Assist in the implementation of Circular Economy policies and initiatives;

Any other duties as assigned.
