 Facilitating the elicitation and understanding of requirements amongst multiple stakeholders. This includes stakeholders on both the IT and the business side of the organisation.  • Evaluation of existing business processes impacted by the technology changes to identify necessary change. Act as a communication bridge between IT delivery team, Product Owner and other stakeholders.  • Elaborating business requirements, completing necessary analysis and validation to create detailed functional specifications.  • Facilitating design sessions with the development team to define the solution.  • Delivering elements of systems design, including data and business rules, wireframes/UI or other detailed deliverables.  • A significant understanding of IT design and architecture; sufficient to collaborate with design and development roles and understand their requirements.  Skills  • Strong written, verbal and visual communication skills, including technical writing ability.  • Ability to demonstrate flexibility, facilitation, diplomacy and prioritisation skills in a multi-stakeholder environment.  • Problem-solving while working in a time-boxed delivery environment.  • Leadership, team working and collaboration.  Responsibilities  • Assisting with the development of the business case and initial change requests  • Planning and monitoring  • Eliciting requirements  • Requirements management including traceability.  • Translating and simplifying requirements  • Requirements & Scope management and communication  • Requirements analysis and validation  • Supporting the design or review of test cases,  • Manage formal changes in scope, acceptance, installation and deployment.  • Functional modelling  • Cost /benefit analysis  Deliverables  Likely to change depending on the change being implemented but could include analysis deliverables at any point in the delivery lifecycle. Deliverables are most likely to be identified and delivered as required in an agile environment.  Description  The successful post-holder will report to the CHIEF (Customs Handling of Import and Export Freight) Support Group Manager, and will undertake collaborative work with the CHIEF Support Group based in Woking.  The post holder will be based in Southend but will be required to travel to Woking for up to 2 days a week in order to undertake training with the CSG team. After 6 months this will change to ad-hoc travel to other HMRC sites in order to attend meetings, collaborate with colleagues etc.  The C&IT CHIEF (Customs Handling of Import and Export Freight) Support Group team is a multi-skilled team who support the delivery of development and incident resolution for a variety of ex C&E services. The team provides expertise to help maintain and develop a set of applications that collect in the region of £37 billion of HMRC revenue and form part of IT services at the border.  The post holder will work normal office hours though will be required to occasionally attend the office outside of normal working hours (for example to support software releases) and once trained may be requested to provide part of a 24/7 on-call Rota.  A good understanding of Customs business processes is required as the post holder will be expected to provide functional leadership on Customs related IT matters. Typical tasks include:  • Investigates operational requirements, problems, and opportunities, seeking effective solutions through improvements in the CHIEF set of applications.  • Leads the analysis of business requirements, and the underlying issues arising from investigations into business problems, and identifies options for consideration.  • Maintenance of the CHIEF Library set of documentation.  • Liaison with 3rd Parties including Community Ser
