Job Description & Person Specification for: Test Methods & MetrologyManager Department Industrialisation Division [IND] Hours 37.5 Job Reference Location Chipping Norton Reporting to Industrialisation Division Manager Number of Reports ~ 20 Scope Provision of technical and organisational leadership to the Industrialisation Test Methods & Metrology Group [TMM],being accountable for the definition, procurement, development, commissioning and validation activities for measurement and test processes undertaken by the Industrialisation Division. Particularly to: * Provide feedback on measurement implications of new product designs. * Develop and validate tool validation and IPC measurement methods. * Execute metrology for product and process developments to meet business needs. * Develop and validate finished product batch release test methods. * Maintain IPC gauges in calibration. Key Responsibilities 1. Lead and advise TMM, ensuring effective team performance and clear direction. 2. Provide direct line management to the Metrology Supervisor, the Manager of ME(Q), the Lead Metrology Technician and the Metrology Planner. 3. To ensure metrology demands are understood and met. 4. To be accountable for the calibration of all IPC gauges. 5. Provide clear concise feedback to R&D during product development projects on the suitability of component and product designs for measurement and test. 6. Ensure the development, commissioning and validation activities for measurement and test methods undertaken by IND are executed in an effective and technically robust manner. 7. Ensure that measurement and test processes are delivered to Manufacturing and Quality to produce robust, acceptable solutions at target quality, cost & capacity in line with business timing commitments. 8. Provide technical leadership of best-practice in measurement systems, test systems and calibration practices guiding TMM towards the Functional Excellence. 9. Develop and manage TMM to ensure actions are planned and implemented for timely delivery of robust solutions against timing, quality and cost commitments. 10. Develop systems and procedures to streamline and manage the introduction and validation of new measurement and test processes. 11. To be accountable for the creation and maintenance of Standard Operating Procedures and associated guidance documentation related to IND-TMM processes. 12. To support continuous improvement activities for test methods and metrology. 13. Continually review the effectiveness of TMM, ensuring effective service provision and considering and making recommendations to the IND Manager for any TMM organisational changes that would facilitate this. 14. Responsible for the development of the organisation and function of TMM to ensure it is optimised to support changing business requirements. 15. Develop and maintain effective management controls and reporting to communicate and monitor TMMperformance. 16. Establish and operate Key Performance Indicators for the TMM aligned to overall business and IND objectives, ensuring KPIs are tracked, achieved and communicated. 17. Build and maintain robust relationships with key internal customers, notably Quality managers, Manufacturing Managers, IND-TIG Manager and R&D Managers to ensure a robust bi-directional understanding of needs. 18. To ensure TMM is adequately resourced and supported to meet IND commitments. 19. Accountable for themanagement of the TMMresource; forecasting needs and proposing and undertaking staff recruitment as required in line with Owen Mumford processes to ensure all planned activities are adequately supported. 20. Ensure project managers and other internal customers are made aware of current planning and commitments for IND-TMM activities. 21.
