SENIOR MANAGER - COMPLIANCE & RISK (M/F)
THE JOB:
On behalf of a corporate services provider within private equity and real estate, DO Recruitment Advisors is looking for a Compliance & Risk Senior Manager to deliver a high-quality compliance support and risk management service to the Luxembourg office, and to direct and oversee all local regulatory compliance and risk management activities.
The main responsibilities:
Strategic:
- Contribute to strategic initiatives in relation to the respective business.
- Consider, advise and prepare the business regarding any potential compliance and/or regulatory issues with regard to material changes (including new products, service lines, business streams etc) driving any risk assessments undertaken in this regard.
- Identify, create awareness of and plan the appropriate response within the respective businesses in respect of any regulatory, compliance and or risk management issues that may impact.
– Adopt a pragmatic and commercial approach to business whilst remaining cognisant of regulatory and legal obligations.
- Represent the Luxembourg Compliance & Risk function in any strategic initiatives, as may be deemed appropriate and in relevant global forums.
Operational:
-Act in the capacity of “RC” (responsable du contrôle du respect des obligations professionnelles), supporting the business and the individual “RR” (responsable du respect des obligations professionnelles) role-holder for the Luxembourg business.
- Provide strategic compliance advice to the Luxembourg business and ensure the day-to-day compliance obligations are discharged in a timely and accurate manner.
- Accountable for the day-to-day operations and the implementation of the CSSF's AML/CFT framework.
- Track and interpret all AML/CFT-related regulatory developments, engaging the RR, Interim Chief Risk Officer and/or the local Board of Directors, as appropriate, ensuring necessary standards are reflected in local policies, process and controls.
- Ensure the maintenance of relevant local AML/CFT procedures and processes, where applicable, in addition to providing training to staff.
- Perform local AML/CFT risk assessment.
- Oversee onboarding of new clients, file reviews and transaction monitoring processes.
- In line with Group initiatives, develop and maintain the appropriate governance and management information mechanisms and processes to ensure local management and other stakeholders have sufficient information on relevant risks.
- Provide advice and training on relevant Compliance & Risk activities and support applicable to local teams, engaging them on risks and priorities.
- Provide mentorship to relevant teams to ensure compliance and encourage continuous improvement.
- Oversee FATCA/CRS obligations and reporting.
- Raising awareness, providing guidance and support to the team on tax fraud (incl. CSSF circular 17/650, DAC 6, FATCA/CRS…).
- Be the local point of contact for the Group DPO.
Act as the Compliance Officer for the respective businesses:
- Lead the relationship with the CSSF and other relevant external authorities and stakeholders.
- Assume responsibility for the function for the respective businesses, providing leadership, guidance and development to staff across the businesses.
- Actively contribute to, and participate in, GRC global forums and projects.
- Promote and ensure appropriate observation of the three lines of defence model.
- Overall responsibility for the design, build and delivery of the Compliance Monitoring Programme for the respective businesses.
- Oversee, test and provide assurance on compliance activities and reviews undertaken within the first line of defence.
- Provide timely and accurate advice to the board/s and staff members on compliance and risk matters.
- Maintain and ensure compliance with company standards, policies and procedures.
- Assume overall responsibility for the production, presentation and documentation of Management Information as required in each respective forum.
- Lead the GRC component of Group processes around recruitment, training, performance management etc.
- Champion a culture which encourages transparency, compliance and risk management.
THE CANDIDATE PROFILE:
- Experience of managing a regulatory relationship within the Luxembourg finance industry.
- Previous experience in a compliance or control function within a financial institution, covering both unregulated and regulated products (AIF, SOPARFI, SIF, SICAR).
- Substantial and demonstrable experience in a senior compliance role.
- Fluent in both French and English.
- University degree in Law, Finance or Economics.
- Recognised and relevant professional qualification (preferably ICA) is desirable.
- Leadership and stakeholder management skills.
- Good organisation and time management skills.
- Excellent communicator, strong in verbal, presentation and written formats.
- Strong business acumen, a problem solver with an open mind who sees the big picture.
- An ability to work under pressure and make decisions/recommendations in a fast-moving professional environment and in situations of uncertainty.
- A leader by example who will not be afraid to understand all aspects of any role.
