The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) –

Sustainability & Quality Management Department (SQM) – Impact and Quality Division

(IMPACT) - Digital Management Unit (DMU) at its headquarters in Luxembourg, a (Associate)

Business Analyst – Digital Transformation. This is a full time position at grade 4/5.

The term of this contract will be 4 years.

Deadline for applications: 9th September 2022

Panel interviews are anticipated for beginning of October 2022.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a

possibility to convert to a permanent contract, subject to organisational requirements and individual



As a (Associate) Business Analyst for Digital Transformation, (internally referred to as Analyst IT

Applications) you will join a highly-dedicated team supporting EIB's Digital Transformation journey. You

will contribute to the development, implementation and maintenance of one or more IT applications

supporting PJ's activity, in order to meet the functional and technology needs of PJ and support the

organisation's Digital Transformation. You will help identify and implement suitable solutions for the

transformation of specific applications used in the assigned business area and ensure that these become

operational within optimal time frames, to support the Bank's decision-making and operational processes.

You will follow data governance and data management best practice.

Specific Post Environment

This post is within the Digital Management Unit (DMU) of EIB's Impact and Quality Division (IMPACT). The

unit reports on additionality and impact of the Bank's lending, ensures that PJ's business and reporting

needs are correctly and timely implemented in the Bank's IT applications, and engages on behalf of PJ in

various cross-service initiatives and pressing issues facing the Organisation. In this context the unit is

heavily involved in the Bank-wide Digital Transformation, providing PJ's input and representing PJ in all

assignments related to this very important and current topic at the EIB.

IMPACT staff harness their expertise in project results, systems development, sector dynamics, the

macroeconomic environment, and institutional context to help develop the policies, processes, information

flows and mind-sets necessary for PJ colleagues to play their part in meeting the EIB's goals.

Operating Network

The (Associate) Business Analyst for Digital Transformation is part of the Digital Management Unit

(DMU) of the Impact and Quality Division (IMPACT) within the Sustainability and Quality Management

(SQM) Department. You will report to the respective Head of Unit and will work under the supervision of

the Senior Business Analyst, in close contact with all parts of PJ as well as with IT and other Directorates.

The position will require the development, implementation and maintenance of specific IT applications and

solutions related to PJ's activity, in order to support the Bank's Digital Transformation, decision making and

operational processes. A broad understanding of the EIB's lending cycle, project appraisal and monitoring

activities is required for the (associate) business analyst to be able to identify current gaps or weaknesses

and the relevant systems development needs and formulate the right response to the variety of technical and business needs.

The post requires strong relationship skills, in order to smoothly liaise with relevant counterparties, and quality orientation and analytical skills in order to produce high quality analyses and documentation that will ultimately translate in timely and robust IT and business solutions on complex matters.


Development and optimisation of IT solutions for PJ, in line with the Bank's Digital Transformation objectives:

 Contribute to the execution of specific areas of PJ's Digital Transformation initiatives and deliverables

 Participate in workshops / discussions to clarify needs and analyse business requirements, achieve consensus on business requirements definition and obtain their approval at the appropriate level

 Draft business cases and detailed requirements taking into account all governance procedures related to data and documents and translate business requirements into functional specifications

 Take project management responsibilities for assigned IT projects, coordinate the scheduling, implementation and testing of software applications with business users and IT technical teams, to ensure the completion of project within the set time, budget and quality objectives; report regularly to inform the supervisors of progress

 Test new releases in all PJ-relevant systems, filter and document application incidents, initiate improvements and follow-up the implementation of changes by IT

 Provide support to PJ's professional and administrative staff in the use of various IT applications (Serapis loan management application, PJ-CMS, SharePoint, Business Objects, GED archiving system, etc.)

 Draft and communicate functional and procedural documentation and user manuals

Data governance and data management for PJ's reporting:

 Contribute to the Bank's Data Governance and ensure its proper implementation in the context of the Bank-wide Digital Transformation project and beyond

 Contribute for the PJ directorate to the Business glossary, Data quality and information architecture

 Prepare the necessary documents for Data Warehouse implementation to maintain/upgrade the infrastructure for statistical reports (Business Object universes)

 Produce, maintain and enhance statistical reports for PJ departments, other directorates, the Bank's external publications, etc.


 University degree (or equivalent professional qualifications) in a relevant domain, preferably in IT or another technical domain, finance or economics

 At least three years of relevant professional experience, covering IT systems analysis

 Good presentation skills, to organise workshops with PJ users during requirement analysis

 Good understanding of how new technologies can be applied to business processes and knowledge of IT market trends and developments in the assigned business domain

 Knowledge of the Bank's IT applications and databases, notably Serapis loan management application, PJ-Contract Management System, SharePoint, Business Objects and GED archiving system

 Good knowledge of the Bank's Loan Cycle and related IT processes

 Experience with in the maintenance of databases, IT project management, structured testing approach and IT support to final users

 Knowledge of best practice frameworks (e.g. PMBOK, DMBOK, BPMN)

 Excellent knowledge of English and/or French (*) and a strong working knowledge of the other.
